Newport City Council is developing a Dynamic Purchasing System for the recycling of a range of waste streams.
Please note that Newport City Council intends to use the Dynamic Purchasing System from its inception.
Other named parties do not offer a commitment to use the DPS Agreement. The Parties acknowledge that participating authorities may enter into purchases with seller or sellers(s) participating in the DPS and that this is at the sole discretion of the Authorities and subject to satisfaction of all terms and conditions of the Agreement.

IMPORTANT NOTE - This contract notice is to inform any interested suppliers that the opportunity to join the Waste Recycling Service is now open.
General Instructions
1. Register your company on the etenderwales portal (this is only required once)
- Browse to the eSourcing Portal: https://etenderwales.bravosolution.co.uk
- Click the “Suppliers register here” link
- Agree to the terms and conditions and click “continue”
- Enter your correct business and user details
- Note the username you chose and click “Save” when complete
- You will shortly receive an email with your unique password (please keep this secure)
2. Express an Interest in the Project
- Login to the portal with the username/password
- Click the “PQQs Open to All Suppliers” link. (These are Invitation to Tenders open to any registered supplier)
- Click on the relevant PQQ (PQQ_33017)
- Click the “Express Interest” button in the “Actions” box on the page.
- This will move the PQQ into your “My PQQs” page. (This is a secure area reserved for your projects only)
- Click on the PQQ code to access the content
3. Responding to the tender
- You can now choose to “Create Response” or “Decline to Respond” (please give a reason if declining)
- You can now use the ‘Messages’ function to communicate with the buyer and seek any clarification
- Note the deadline for completion, then follow the onscreen instructions to complete the PQQ
- There may be a mixture of online & offline actions for you to perform (there is detailed online help available)

Newport City Council is inviting tenders initially on behalf of Newport City Council from suitably licensed and experienced contractors to join a Dynamic Purchasing System for the provision of a range of waste recycling services as detailed in the tender documents; these being for Wood recycling, Carpet recycling, Mixed municipal (Trade Waste), Mixed Municipal (Civic Amenity) Waste, Inert Waste Streams and Other Waste Streams. Please note that Monmouthshire County Council (MCC) and Torfaen County Borough Council (TCBC) may join the DPS as a collaborative mechanism to secure the services in the future however nothing in notice constitutes a commitment by TCBC or MCC to enter into any purchases under the DPS Agreement. The Parties acknowledge that TCBC & MCC may enter into purchases with seller or sellers(s) participating in the DPS and that this is at TCBC & MCC's sole discretion and subject to satisfaction of all terms and conditions of the Agreement.
