Description

The purpose of this Prior Information Notice (PIN) is to alert prospective suppliers that the Department for Energy Security and Net Zero (DESNZ) is commencing market engagement in relation to multiple requirements across a range of services including:

- Grant administration (counter-fraud, customer care, payment processing);

- Digital services;

- Consultancy;

- Domestic energy efficiency assessments; and

- Energy efficiency measure installations.

DESNZ are in the early stages of designing a scheme provisionally titled the Energy Efficiency Voucher (EEV). EEV will be a three-year domestic retrofit scheme with £400m of government funding, open to homes in England. The department expects to award the contract for the scheme administrator in 2025.

Due to the early stage of scheme design, DESNZ is seeking to engage with a broad array of relevant parties, including those within the construction/retrofit industry and the grant/fund administration sector. The department will subsequently use the engagement to support the shaping of the delivery model and specification of the services.

During the life of this PIN, we anticipate engaging with the market on multiple occasions covering the above requirements, using a variety of engagement methods including requests for information, 1-1s, focus groups and industry days.
