The Council are seeking offers from suitably licenced service providers to receive, treat and/or dispose of a number of resource streams with a view to managing them in accordance with the waste hierarchy.
The contract requirements are split into seven waste streams over twenty separate lots as detailed within ‘Kerbside & Recycling Centre Waste Streams Specification’ within the Invitation to Tender (ITT) and shown below.
The contract(s) will be awarded on lot basis, with the Tenderer being able to bid for one, any or all of the twenty lots without penalty.

This resource stream consists of all paper fibres collected at the kerbside in DGC’s “Paper, Card and Cardboard” blue bin in the Annandale & Eskdale (A&E) operational area of Dumfries and Galloway and in skips from the HWRCs in that area. All of the A&E kerbside collected and HWRC skip mixed paper fibres are deposited and bulked at the Annan Waste Transfer Station.
This material is offered loose (i.e., not baled). This Lot will be collected by the winning bidder in their own (or a suitably qualified sub-contractor’s) walking floor articulated vehicle, or another suitable vehicle type as agreed.

All of the Wigtown area kerbside collected and HWRC skip mixed paper fibres are deposited and bulked at the SZWP Waste Transfer Station.
This material is offered loose (i.e., not baled). This Lot will be collected by the winning bidder in their own (or a suitably qualified sub-contractor’s) walking floor articulated vehicle, or another suitable vehicle type as agreed.

This resource stream consists of waste engine oil deposited by householders in bunded tanks located at eleven of DGC’s twelve HWRCs around Dumfries and Galloway.
This Lot will be collected by the winning bidder in their own (or a suitably qualified sub-contractor’s) vehicle. The service provider is responsible for collecting in compliance with the Special Waste Regulations (i.e., provision of the consignment notes etc. as required).
