The buyer:
Historic England invites tenders from suitably qualified consultants or consultancies to undertake one or both parts of a significant research project exploring the legacy of the Windrush generation and its impact on the built environment. This work will contribute to the development of meaningful, community-informed programming in the lead-up to the 80th anniversary of Windrush in 2028.
This procurement is split into two lots -
Consultant Research Brief Part One: Existing research, gaps and opportunities
Consultant Research Brief Part Two: Stakeholder engagement, opportunities for future programming
• Identify gaps and opportunities for further research that furthers this understanding
• Perform a PESTEL and SWOT analysis focussing on the built environment, evaluating risks, opportunities, and sector-wide alignment
• Create a report encompassing the above including conclusions on the viability of this project and the potential to innovate through this work
• Create a Final Report, including:
- A summary of existing research and its gaps.
- Key findings on the Windrush generation’s impact on the built environment.
- An assessment of policy and planning frameworks relevant to this topic.
- Recommendations for future research and initiatives.
- Insights on the viability of this project and potential areas for innovation
• Assess Historic England’s potential role in promoting and supporting participation and learning in this space.
• Conduct interviews with up to ten key external stakeholders to understand expectations and aspirations.
• Provide a stakeholder list of organisations and individuals to contact at further stages of this work and Perform a Stakeholder Mapping Exercise to categorise key groups based on their influence, interest, and potential role in the programme.
• Provide a list of themes and categories that could be explored further with community partners at the next stage of this work
• Conduct a Policy and Funding Review and identify opportunities for strategic partnerships and possible funding
• Create a Final Report, including:
- A summary of stakeholder views on the potential for a co-produced programme.
- Identification of challenges and opportunities for broadening engagement.
- Recommendations on the types of activities that stakeholders felt would most effectively engage priority audiences.
- Insights on the viability of this project and opportunities for innovation.
- Suggestions for future programming and potential pilot initiatives.

Following Brexit, the new official Find a Tender system has been developed by UK Government to detail all public procurement contract opportunities expected to be over £122, 976 for Central Government or £189,330 for the remainder of the public sector e.g. NHS contracts, Local Authority contracts, Housing Association contracts.
